Jordan Advances Digital Connectivity with Aqaba Digital Hub Expansion Backed by EU and EBRD
Jordan is taking a significant step toward reinforcing its position in the regional technology landscape through the expansion of Aqaba Digital Hub (ADH), a major digital infrastructure project supported by the European Union and the European Bank for Reconstruction and Development (EBRD).
The initiative includes a financing package of approximately JOD 10 million (around US$14.1 million), enabling the enhancement of existing facilities and the development of additional capacity at ADH’s data center in Aqaba. This site is recognized as the country’s largest Tier 3 carrier-neutral data center, playing a central role in regional connectivity and data services.
Expanding Data Infrastructure Capacity
The funding will support critical upgrades, including the completion and outfitting of the current data center as well as the construction of a second operational hall. These improvements are expected to strengthen the reliability and scalability of digital services available to businesses across Jordan and neighboring regions.
Aqaba Digital Hub operates a comprehensive ecosystem that integrates colocation, interconnection, and high-speed connectivity services. Its infrastructure supports a wide range of clients—from local enterprises to international corporations—making it a key node in global data exchange networks.
Strategic Role in Global Connectivity
ADH serves as a vital landing point for both terrestrial and subsea cable systems, linking Jordan to Europe, Africa, and Asia. Among its key assets is the Coral Bridge subsea cable, developed in collaboration with Telecom Egypt, which facilitates connectivity between continents.
Additionally, the hub hosts landing infrastructure for the Blue Raman Subsea Cable System, an international project connecting multiple regions across Europe, the Middle East, and Asia. These systems collectively enhance data flow efficiency and network resilience, positioning Jordan as a strategic crossroads for digital traffic.
Supporting Skills Development and Innovation
Beyond infrastructure, the initiative includes plans for the Aqaba Digital Academy, a training platform focused on information and communications technology (ICT) and cybersecurity. The program aims to address the growing demand for skilled professionals in the digital sector, with a strong emphasis on inclusivity—particularly for women and young people entering the workforce.
This educational component reflects a broader strategy to align infrastructure growth with human capital development, ensuring that technological advancements translate into sustainable economic opportunities.
Sustainability and Green Technology Integration
The project also incorporates environmentally conscious measures through support from the EBRD’s Finance and Technology Transfer Centre for Climate Change (FINTECC). This includes the adoption of energy-efficient systems and green technologies within the data center’s operations, helping reduce environmental impact while maintaining high performance standards.
Alignment with Regional and International Initiatives
The expansion aligns with several major international frameworks, including the EU’s Global Gateway strategy and the Pact for the Mediterranean. These initiatives prioritize secure, resilient, and inclusive digital infrastructure as a foundation for economic cooperation and development across regions.
Through financial guarantees and technical assistance mechanisms such as EFSD+, the EU continues to support large-scale projects that enhance connectivity and enable long-term digital transformation.
Strengthening Jordan’s Digital Economy
Since beginning operations in Jordan in 2012, the EBRD has contributed over €2.2 billion to various projects, with a strong focus on private sector development. This latest collaboration reinforces ongoing efforts to modernize the country’s economy and expand its role in the global technology ecosystem.
With enhanced infrastructure, expanded connectivity routes, and a growing focus on digital skills, Aqaba Digital Hub is set to play a pivotal role in shaping Jordan’s future as a regional center for technology, innovation, and secure data exchange.
